HE. Hanan Mansoor Ahli
Acting Director of the Federal Competitiveness and Statistics Centre.

Hanan Ahli is currently the Acting Director of the Federal Competitiveness and Statistics Centre (FCSC), a government entity affiliated with the Ministry of Cabinet Affairs in the United Arab Emirates (UAE). The CentreThe Centre works on developing and enhancing the UAE’s performance in the sectors of global competitiveness, statistics and data through coordination with partners to implement initiatives and define policies of importance to vital sectors across the UAE. The Centre is considered as one of the most important government sources for national data, and for monitoring the competitive performance of the UAE in global reports, and hold the responsibility for the SDGs in the UAE.
In her capacity as the Acting Director of the Federal Competitiveness and Statistics Centre, Hanan looks after a range of policies outlined in the UAE’s National Agenda, with a particular focus on supporting gender balance, promoting favorable business regulations, and strengthening the performance on UAE’s public sector.

Prior to this designation, Hanan held the position of the Executive Director of the Competitiveness Sector at the Federal Competitiveness and Statistics Authority (FCSA) (name amended to the Federal Competitiveness and Statistics Centre in 2020), a UAE federal entity created by a Presidential decree in 2015. During her tenure as Executive Director, Hanan focused on supporting the competitiveness of the United Arab Emirates, by enhancing the performance of major economic, commercial and social sectors in the country, through launching initiatives and strategies that aimed at improving the performance of country’s institutions in global competitiveness indexes and reports.

Hanan Ahli has extensive experience in business administration, policy-making and financing programs. Prior to joining the government sector, Hanan worked for Mawarid Finance, PJSC, and leading finance operations with the focus on Islamic finance.

Hanan holds an MBA from the American University of Sharjah (UAE) and a Bachelor degree in Business Sciences from Zayed University (UAE). She is a graduate of the UAE Government Leadership Program, in the Future Leadership category and Policies Diploma, and has credentials from the London Business School, Institute of Management Development (IMD), and Harvard Kennedy School.


HE. Younus Al Nasser
Assistant Director General, Smart Dubai & CEO, Dubai Data Establishment.

Younus Al Nasser is a prominent Emirati leader in the field of digital transformation and one of the most well-known executives in managing the future visions of the UAE overall, concentrating his efforts on the growth of the Emirate of Dubai. For over 15 years he has occupied several official positions in the government of Dubai that have contributed in building the digital capacities of the Emirate. Currently he is the Assistant Director General of Smart Dubai and CEO of the Dubai Data Establishment, the establishment leading Smart Dubai’s city-wide data efforts. Furthermore, Al Nasser is also the head of the UAE Data Committee vested with building the UAE National Data Strategy and launching the National Data Platform, under the UAE Council for Artificial Intelligence.

Among his major achievements is the launching of several unprecedented initiatives in the field of Data, principally leading the launch of the Dubai Data Establishment and the issuance of the Dubai Data Law, as well as the launch of Dubai Pulse – the first fully-integrated platform of its kind worldwide that hosts data sets from Dubai government entities, and is considered the backbone of smart digital transformation in Dubai. He is also responsible for overseeing the implementation of the Dubai Data initiative, considered one of the most comprehensive and ambitious data initiatives in the world, to achieve the opening and sharing of data between government and private sector
entities in Dubai.

Prior to his current role, Al Nasser was Director of Projects and Security Systems at the Dubai Electronic Security Center, where he was responsible for building a framework for providing electronic security in the Emirate and overseeing its implementation. He was also member of the Dubai Open Data Committee, established in 2014 by a decree granted by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, and Chairman of The Executive Council of Dubai. Al Nasser is one of the most prominent digital transformation executives globally, and has contributed as a speaker in countless events discussing future prospects of data. Events include the Smart City Expo World Congress in Barcelona and the Data Innovation Summit in Stockholm.


Mohammed Shael Alsaadi
CEO-Corporate Strategic Affairs Sector, Department of Economic Development Government of Dubai.

Mohammed Shael AlSaadi is currently CEO of the Corporate Strategic Affairs Sector at Dubai Economy Additionally, he holds the Economic Track Secretariat Position at Dubai Majilis an apex Government Council led by H H Sheikh Mohammed Bin Rashid Al Maktoum, Vice President Prime Minister of UAE Ruler of Dubai He also served as Advisor for H H Ruler’s representative at the Government of Ajman.

Mohammed has many years of executive board experience serving on several Governmental and NGO boards, such as Dubai Smart City, Dubai Design District and the Pakistan Association and Advisory Board He is also an Academic board member of the University of Dubai, RIT University and Hamdan Bin Mohammed Smart University.

He plays a pivotal role in DED’s strategic collaboration amongst the Business, Regulatory Academic communities He pioneered the “Future Economy Agenda“ in Dubai and is passionate about the Digital
Economy, Sharing Economy Circular Economy In his previous roles, he served as Vice President CSR Planning at Jebel Ali Free Zone Jafza and the CEO of Business Registration Licensing in DED where he is credited with developing a suite of smart services to enhance the ease of starting doing business which contributed to the overall improvement of UAE’s ranking in the Global Ease of Doing Business Index.


Abdulla Almoayed
CEO & Founder of Almoayed Technologies & Tarabut Gateway.

Abdulla Almoayed is a serial entrepreneur and the founder and CEO of Tarabut Gateway (TC) – the first and largest company licensed open banking platform in MENA. Abdulla has been a key figure in driving digital transformation across Bahrain and the wider region. He worked closely with the Central Bank of Bahrain to pioneer the Kingdom’s open banking regulation. Now, through TG, he focuses on projects that will help reposition the region as the leading hub for innovative companies to come and test their technologies. He is a strong advocate for putting data ownership into the hands of the consumer and increasing access to financial services through emerging technologies. 

Previously Abdulla spent 15 years investing in various sectors, before taking over parts of his family’s investment business. From this, he established his own holding company, Almoayed Technologies – a privately-owned, venture-minded investment vehicle focused on large-scale infrastructure projects aimed at accelerating MENA’s digital transformation. It invests in game-changing companies across Fintech, Healthcare, Education, Logistics, and Cybersecurity – one of which was TG. Abdulla holds an MBA from the London Business School and a BABM with Honours from the University of Westminster, London. 


Mr Saqr Ereiqat
Consulting Leader – Government & Public Sector , IBM.

In IBM’s consulting arm, Global Business Services Saqr Ereiqat works with the UAE public sector & government industry. Saqr also leads the Global Innovation Institute’s UAE Chapter. He has been published by Reuters and IBM on BlockChain and helped governments and private sector entities define their BlockChain Agenda. He has establish an award winning HealthTech Innovation Hub for the Government Saudi Arabia and spent the majority of his career at IBM leading complex projects across 23 Countries in Europe, Middle East & Africa.

Saqr has mentored start ups in South Korea, India, UAE, Switzerland and the GCC. He is a continuous learner and certified in domains such as : Design Thinking Coach by IBM, The Science of Happiness by UC Berkeley, Blockchain for Business by Linux Foundation, Sustainable Development Goals by the United Nations and Innovation Management by Rotterdam School of Management.
